Test type matters for immigration. IRCC accepts specific versions of each exam:IELTS General Training (not Academic ), CELPIP General (not CELPIP General-LS), and PTE Core (not PTE Academic). Taking the wrong version means your scores won't be accepted — regardless of how well you performed. Always confirm you're registered for the correct test before booking.
Why CLB Matters for Your PR
It determines your CRS score
Language is worth up to 136 CRS points — more than most other factors combined. One CLB level improvement can mean the difference between an ITA and indefinite waiting.
It controls program eligibility
CLB 7 unlocks Federal Skilled Worker. CLB 5 unlocks CEC TEER 2/3. Missing any single skill's minimum makes you ineligible — regardless of your other scores.
It's the fastest thing you can change
Unlike age or education, language proficiency can be meaningfully improved in weeks. It's the one major CRS category under your direct control before a draw.
The CLB 7 → CLB 9 gap is 60 CRS points. Recent Federal Skilled Worker draws have cut off between 470 and 530. For many candidates, moving from CLB 7 to CLB 9 in all four skills is the entire margin between receiving an ITA and sitting in the pool for another year.
What Is CLB?
The Canadian Language Benchmark (CLB) is Canada's national standard for describing English language ability. IRCC uses CLB levels — not raw IELTS or CELPIP scores — to evaluate all applicants consistently, regardless of which approved test they took.
CLB runs from 1 (minimal proficiency) to 12 (native-level fluency). For immigration, the relevant range is CLB 4 through CLB 12. Your CLB is calculated independently for each of the four skills — Reading, Writing, Listening, and Speaking. Language test results are valid for two years from the test date. They must still be valid when IRCC receives your application.
Accepted English Tests for IRCC
- ✅ IELTS General Training — most widely used for immigration
- ✅ CELPIP-General — Canada-only test, computer-based, same-day results
- ✅ IELTS Academic — accepted but harder; recommended only if you need it for university too
- 🇫🇷 TEF Canada / TCF Canada — for French (NCLC scale, not CLB)
How CLB Is Calculated
CLB is not an average of your four skills. Each skill is converted to a CLB level independently using IRCC's official equivalency charts. Your overall language score for CRS is the sum of points from all four individual CLB levels.

Total CRS language points: 130 / 136 — even though three skills were at 7.0, the candidate still earns near-maximum CRS because each skill individually maps to CLB 9.
💡 Had Writing been 5.5 (CLB 8 = 23 pts), total CRS would drop from 130 to 121 — a 9-point loss from a single half-band.
⚠️ Critical: One weak skill cannot be compensated by a strong one. If your Writing is CLB 7 and everything else is CLB 10, your Writing score independently costs you 17 CRS points compared to CLB 9. Target the weakest skill first.

🎯 Meeting the minimum ≠ competitive CRS
CLB 7 qualifies you for FSW — but it produces only 68 CRS language points (first language, no spouse). Most competitive draws require 470–530+ CRS. CLB 9 produces 128 CRS language points — a 60-point difference from CLB 7 in language alone.

Diagnose by skill
Review your last official scores skill-by-skill. Identify which specific skills are below CLB 9. Allocate 80% of practice time to those skills — not your strong ones.
Target Writing first
Writing is the most improvable skill. AI feedback gives criterion-level direction. Going from IELTS 6.5 to 7.0 in Writing typically takes 12–15 timed practice sessions over 6–8 weeks.

Common CLB Mistakes That Cost CRS Points
Treating CLB as an average
Your Writing CLB 9 cannot compensate for a Speaking CLB 7. Each skill is independently evaluated. One weak skill reduces your entire CRS language contribution — you must hit the target CLB in every skill.
Booking the exam without targeted preparation
Many candidates rebook with identical preparation and receive the same score. The test is consistent — what needs to change is the quality of your feedback loop and the skills you actually practise.
Taking IELTS Academic when General Training suffices
For immigration only, IELTS General Training is accepted by IRCC and is significantly more accessible — particularly in Reading and Writing Task 1. Academic is harder and unnecessary for PR-only purposes.
Ignoring the second official language bonus
French-English bilingual applicants can earn up to 24 additional CRS points. Even basic French (CLB 5) alongside English CLB 9+ unlocks meaningful bonus points that most bilingual candidates never claim.
Confusing minimums with competitive scores
CLB 7 meets the FSW eligibility minimum — but in most draw years, CLB 7 does not produce a competitive CRS score. Meeting the minimum gets you into the pool. CLB 9 gets you out of it with an ITA.
Frequently Asked Questions
Does CLB expire?
Yes. Language test results are valid for two years from the date of the test. Your IELTS or CELPIP result must still be valid when IRCC receives your application. If your result expires before you receive an Invitation to Apply (ITA), you must retest.
Should I take IELTS Academic or IELTS General Training for immigration?
For Canadian immigration (Express Entry, PNP, study permits based on language), IRCC accepts IELTS General Training. IELTS Academic is accepted for university and college admissions but is generally harder — particularly in Reading and Writing Task 1. Unless you are applying to a Canadian university at the same time, take IELTS General Training.
What is the minimum CLB needed for Express Entry?
For the Federal Skilled Worker program, you need CLB 7 in all four skills (Listening, Reading, Writing, Speaking). For the Canadian Experience Class, the minimum is CLB 7 for NOC TEER 0 and 1 occupations, or CLB 5 for TEER 2 and 3. Meeting the minimum makes you eligible — but CLB 9 in all skills produces a significantly more competitive CRS score.
Is CLB different from NCLC?
Yes. CLB (Canadian Language Benchmark) is used for English. NCLC (Niveaux de compétence linguistique canadiens) is the French-language equivalent and uses the same 1–12 scale. If you have French proficiency, your NCLC score can earn bonus CRS points alongside your English CLB score — up to 24 additional points for CLB 9 English + CLB 5 French.
How is CLB different from my IELTS band score?
CLB is a national benchmark — a common reference point IRCC uses to compare scores from different approved tests fairly. Your IELTS band score is converted into a CLB level per skill. For example, IELTS 7.0 in any skill = CLB 9, and IELTS 6.5 = CLB 8. Scores are converted independently for each skill — they are not averaged.
Which tests does IRCC accept for Express Entry?
For English: IELTS General Training, CELPIP-General. For French: TEF Canada (Test d'évaluation de français) and TCF Canada. Note: IELTS Academic is also accepted for some immigration streams, but IELTS General Training is recommended for immigration-only purposes.
Can I improve my CLB after submitting a profile?
Yes. If you retest and achieve a higher score while your Express Entry profile is active, you can update your language scores in your profile. This updates your CRS score immediately. Note that your new test results must still be within the two-year validity window.
